(Course Cost $1198, plus tax. The CPAC qualification exam can be written immediately following the training. The fee for the pipeliner examination and registration is $300 plus tax)
Who Should Attend
This training is critical for all staff who have responsibility for Regulatory Inspection and enforcement functions. The training also provides significant value to those responsible for liaising with the AHJ.
This is an expert level course.
Applicants must have completed:
- A CPAC Level 3 Certificate of Qualification for Inspection or Project Management; or
- A CPAC Level 1 (minimum) Certificate of Qualification and be currently employed by a Canadian Authority Having Jurisdiction

The construction and inspection of Canadian pipelines require not only specific skill sets but intimate knowledge of the requirements of the CSA Z662 Oil & Gas Pipeline Systems. CSA Z662 is a National Standard of Canada, and is referenced in all Federal, Provincial and Territorial pipeline regulations. Understanding the content of the CSA Z662 is not enough. Understanding the application of the document from the perspective of the Authority Having Jurisdiction is critical to successful and compliant installations.
This course is intended to prepare you for a career in jurisdictional inspection and enforcement. Beginning with a review of standard pipeline inspection requirements, the training moves through the roles and responsibilities of the various players in the oil and gas pipeline industry. Modules on “regulatory speak” and external relations provide critical insight into the obligations of regulatory inspectors as well as a the skills and tools to address these challenges. Building on your experience, this expert level training will prepare participants for both the CPAC Level 4 supervised exam. Deeper understanding of inspection techniques as well as a thorough review of a General Pipeline Non-Conformance Assessment Manual and its proper application are invaluable benefits to this training.
Participants will receive a Course Completion Certificate and CEU credits.
Schedule for both days begins at 7:30 am with a continental breakfast. The seminar runs 8:00 am to 4:30 pm and includes morning and afternoon coffee breaks as well as a lunch break with the meal provided. The course will address the following topics:

In order to provide competent public service, it is critical that jurisdictional personnel understand both the technical requirements and the application through the regulatory process. While voluntary compliance is the goal, effective enforcement must be used in some circumstances. This course content is designed to familiarize personnel with the Regulations and Requirements that are legislated in the Oil and Gas Industry.
